The professional experience of Company’s Public Works staff encompasses all phases of planning, design, and construction management for water and wastewater treatment facilities, collection and distribution systems, roadways, drainage facilities, airport and military facilities, and public and private buildings.  Company has an opening for a Public Works Manager in the West Houston Office.
The primary function of the Public Works Manager is to manage all Public Works functions to maximize revenue and profit by providing excellent customer service, managing expenses, allocating and maximizing resources. The Public Works Manager analyzes data and reports to top management through financial reports, forecasts, profit and loss statements and other tools necessary to manage the business and make informed decisions to maximize and enhance the business.
General Responsibilities:
  • Full P & L responsibility for the department
  • Focus on productivity, metrics, cost and continuous improvement
  • Ensures proper staffing to maximize productivity and capacity utilization as well as meet customer requirements
  • Trains, coaches and develops team members to maximize potential and performance
  • Develop annual budget and other financial forecasts as needed
  • Sets clear, definable and measurable goals for all business units, develops and communicates performance expected, follows up on progress and establishes accountability
  • Lead and participate with peers in business development efforts in the Greater Houston Area.
  • Conform with and abide by all regulations, policies, work procedures and instructions
  • Conform to all safety rules and use all appropriate safety equipment
  • Applies knowledge of engineering principles and practices in broad areas using advanced techniques, theory, precepts and practices in a specialized engineering field and related sciences and disciplines
  • Plan, coordinate, design and direct projects with many complex features consisting of wastewater treatment plants, water supply plant design, sewage lift / pump station and force main design, water transmission lines, and storm water lift stations for both public works clients and municipal utility districts
  • Ability to communicate and meet with various City Councils and Public Works staff
Required Education/Licenses:
  • Bachelor of Science, Civil Engineering is required
  • Registration as a Licensed Professional Engineer in the State of Texas
Required Experience:
  • 10+ years of specialized experience.
  • Five years of P & L responsibility
  • Experience preferred in managing a business unit that included services in the Public Work Sector
  • Ability to define problems collects data, establish facts, and draw valid conclusions. Must have the ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables
  • Excellent analysis and problem solving skills
  • Working understanding of applicable regulations
  • Ability to build strong relationships
Reasoning Ability:
Ability to define routine problems, collect data, establish facts, and draw valid conclusions to solve routine problems and/or deal with a variety of variables in situations. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
